However there is no provision to send for multiple id's in ELTh or EThn messages. Further the spec-doc i'm using lists only version 1.1 (no 1.2) for these response messages. Could the behavior be explained?

You're right! Fixed the missing [] now.

Regarding the asymmetry of (multiple id's in GELT / GETh) vs (only one image in ELTh / EThn) - that's just how it is (one GELT / GETh may cause several reply messages).
